In Washington State, as in other states, patients may visit the hospital emergency department (ED) for conditions that could be more effectively treated in an alternative, less costly setting. the Washington State Medical Association, the Washington State Hospital Association, the Washington Chapter of the American College of Emergency Physicians and the Washington State Health Care Authority (HCA) developed and implemented a coordinated program of seven best practices to manage high emergency department use by Medicaid patients.
